Potential Freeman Road Annexation

As cities grow, they often incorporate surrounding areas in their urban growth area (UGA). The City of Puyallup proposed annexing the neighborhood of Freeman Road in July, 2019.

The Freeman Road neighborhood is an unincorporated island. Almost all of its boundaries are surrounded by the cities of Puyallup, Fife, and Edgewood. Annexing the Freeman Road area would be a trade-off between Pierce County and the City, as the City would begin providing services that have become increasingly difficult for the county to provide due to the annexation area's location. With this proposal, several maps were needed indicating the character of the area and other logistics.

The annexation proposal was followed by a public meeting to bring awareness to those who may be interested in the annexation or have questions about the process. We met with local residents, where the first orthophotography map served as a reference and aid for discussion. In addition, I also developed a 'one-sheet' handout to summarize changes that occur through annexation.
